feature: General makeover for 2024

This is a a revamp of various aspects of the blog, not all of which are user-visible.

  • Use Django 5.x and Bootstrap 5.x, also pip-tools.
  • Use locally hosted copies of Bootstrap and the Google fonts, to avoid GDPR issues.
  • Use an accordion in the right-hand column for the links to previous months' traffic, in order to reduce clutter.
